If you feel that by going into ihram and waiting out your stay in Makkah until you are clean will be very difficult and there is fear that you will be committing various ihram violations then you may proceed to Makkah without ihram and a dum becomes waajib for this violation. In this case a sun hat or headgear could be worn in such a way that the niqaab is suspended over the hat so that it does not touch the face.
